About Afghanistan Rehabilitation and Women Education Organization (ARWEO):

ARWEO is a nonprofit organization with a visionary focus on the rehabilitation and protection of vulnerable communities in Afghanistan. ARWEO has a strategic goal of assisting the lifesaving and immediate needs of the marginalized population including IDPs, refugees, and host communities in eastern, central, northern and central highlands regions. ARWEO has a history of 21 years implemented 86 projects with 65% of projects in Shelter, education, protection, food security, nutrition, and livelihoods. ARWEO is dedicated to transforming the lives of marginalized children including boys and girls, particularly those with immediate education, protection, and humanitarian needs, and those belonging to IDP, refugee, and host communities in the affected provinces of Afghanistan.

Project Background:

ARWEO is implementing the School Feeding Project (SFP) in Nuristan province seven remote districts—Parun, Bargi Matal, Waygal, Nurgram, Du Ab, Mandol, and Kantiva—ARWEO will distribute High Energy Biscuits (HEB) to children’s enrolled in primary schools and Community-Based Education (CBE) classes. The biscuits will be provided daily during school days to address short-term hunger and improve students’ concentration and learning readiness. in the relatively accessible districts of Wama and Kamdesh, ARWEO will implement the Home-Grown School Feeding (Bread+) modality, which engages local bakeries to produce fresh bread. This component will providing a daily bread ration during school days while also supporting local economic activity.

Summary:

The PSEA and CFM Officer is responsible for designing, implementing, monitoring, and strengthening PSEA prevention activities and Community Feedback Mechanisms within the WFP School Feeding Programmed. The position ensures that all complaints especially sensitive ones are handled confidentially, ethically, and in line with WFP policies, while promoting community trust and safeguarding vulnerable populations, particularly children and women.

Key Responsibilities

  • Implement and monitor the PSEA policy in accordance with ARWEO’s guidelines and international best practices.
  • Ensure that all project activities comply with PSEA standards and protocols.
  • Conduct regular PSEA awareness sessions for staff, School management committees, Teachers, parents, and community leader
  • Support the establishment and maintenance of safe, confidential, and survivor-centered reporting channels
  • Provide ongoing support and guidance to staff on PSEA issues and best practices.
  • Conduct awareness-raising activities within the community to inform beneficiaries about their rights and the mechanisms available for reporting PSEA concerns.
  • Engage with community leaders and stakeholders to promote a culture of zero tolerance towards sexual exploitation and abuse.
  • Engage with school management committees, parent-teacher associations, shuras, and community elders to promote accountability and trust
  • Monitor partner compliance with PSEA minimum standards and support corrective actions when gaps are identified
  • Design, implement, and maintain community-based feedback and complaint mechanisms at school and community level.
  • Receive, register, categorize, and track complaints and feedback using approved tools and databases
  • Ensure timely follow-up and resolution of complaints in coordination with relevant program units.
  • Maintain strict confidentiality and data protection, especially for sensitive and SEA-related complaints.
  • Analyze feedback trends and provide regular analytical reports to program management to inform decision-making.
  • Support integration of PSEA and CFM across all stages of the school feeding program cycle
  • Maintain accurate and up-to-date records of PSEA and CFM activities.
  • Document best practices and success stories to strengthen program accountability.
  • Prepare weekly, monthly reports.
  • Establish and maintain confidential reporting mechanisms for PSEA and CFM concerns, ensuring that beneficiaries feel safe to report incidents.
  • Respond promptly and effectively to any PSEA incidents, ensuring that appropriate actions are taken in line with ARWEO’s policies.

 

Job Requirements:

Qualifications

  • Bachelor’s degree in Social Work, Gender Studies, Human Rights, or a related field; a Master’s degree is preferred.
  • Minimum 5 years of relevant experience.
  • Experience in international organizations – UN Agencies, INGOs, IOs, Donors
  • Experience in working in humanitarian interventions, including large complex operations and/or development programs. (Preferred)
  • Strong knowledge of MS Office.
  • Effective IT skills, including word processing and spreadsheets.
  • Good capacity building and management skills, including human resource and financial management, communications, and intercultural cooperation skills.
  • Strong capacity-building, technical, supervisory, and problem-solving skills, and proven ability to work in shelter project management.
  • Strong budget management and reporting skills, and an ability to oversee multiple awards from a variety of donors.
