About Afghanistan Rehabilitation and Women Education Organization (ARWEO):
ARWEO is a nonprofit organization with a visionary focus on the rehabilitation and protection of vulnerable communities in Afghanistan. ARWEO has a strategic goal of assisting the lifesaving and immediate needs of the marginalized population including IDPs, refugees, and host communities in eastern, central, northern and central highlands regions. ARWEO has a history of 21 years implemented 86 projects with 65% of projects in Shelter, education, protection, food security, nutrition, and livelihoods. ARWEO is dedicated to transforming the lives of marginalized children including boys and girls, particularly those with immediate education, protection, and humanitarian needs, and those belonging to IDP, refugee, and host communities in the affected provinces of Afghanistan.
Project Background:
ARWEO is implementing the School Feeding Project (SFP) in Nuristan province seven remote districts—Parun, Bargi Matal, Waygal, Nurgram, Du Ab, Mandol, and Kantiva—ARWEO will distribute High Energy Biscuits (HEB) to children’s enrolled in primary schools and Community-Based Education (CBE) classes. The biscuits will be provided daily during school days to address short-term hunger and improve students’ concentration and learning readiness. in the relatively accessible districts of Wama and Kamdesh, ARWEO will implement the Home-Grown School Feeding (Bread+) modality, which engages local bakeries to produce fresh bread. This component will providing a daily bread ration during school days while also supporting local economic activity.
Job Description:
Summary:
The logistic officer will oversee supply chain service activities of the ARWEO with facilitating smooth operations, which include Procurement, Fleet Management, Services, and facilities. The post holder must have experience working for a Humanitarian Organization, specifically in Emergency Preparedness in a developing context.
Key Responsibilities
- Ensure supply chain in a timely, efficient & cost-effective manner.
- Manage the documentation and monitoring of the flow of materials to support project delivery.
- Work closely with the ARWEO field team and the Main office to develop a thorough understanding of the working environment and avoid knowledge and performance gaps.
- Support the staging of ARWEO team orientation and awareness sessions for ARWEO field staff and communities at the grassroots level.
- Draft, negotiate, and control the issuing of localized contracts with the advice of the Operations Manager.
- Manage the correct storage, usage, and maintenance of ARWEO assets.
- Manage & timely update the Fixed assets register of the Area and filed office.
- Timely reporting and handling of maintenance and repair of all office equipment, building and furniture, fixtures, and vehicles.
- Supervision of support staff and the SC department in the Field Office
- Ensuring proper travel arrangements for all staff between different offices.
- To ensure that appropriate contract agreements for the office and accommodation are drawn up & signed.
- Maintaining a proper record of documents issued or received till the final receipt of goods and final payments to suppliers.
- Receive and verify all the goods from the supplier.
- Supervision of arrangements of seminars, conferences, and interviews.
- Supply equipment and materials to required destinations in an efficient and cost-effective manner.
- Plan and maintain logistical support for ARWEO field operations.
- Supervises and oversees food items, non-food items, medical supplies, and equipment related to the projects of ARWEO.
- To ensure that logistics work in the field location is carried out in coordination with logistics and other field locations.
- Establishing domestic arrangements for operational teams, including renovating accommodation, and deciding on other domestic needs, travel arrangements, etc.
- Manage the filing, storage, and security of documents.
- Regular progress reporting to the Line Manager and the Technical Line Manager
- Managing warehouses.
- Properly managing the Vehicle Management System
- Ensure proper and timely cross-charging of Vehicles.
- Any other task assigned by the supervisor.
Job Requirements:
Qualifications
- Bachelor’s degree in economics & social sciences or business administration.
- Minimum 5 years of relevant experience.
- Experience in international organizations – UN Agencies, INGOs, IOs, Donors
- Experience in working in humanitarian interventions, including large complex operations and/or development programs.)
- Complete Knowledge of the Standard supply chain and the Procurement Process for different thresholds
- Good capacity building and management skills, including human resource and financial management, communications, and intercultural cooperation skills.
- Strong capacity-building, technical, supervisory, and problem-solving skills, and proven ability to work in shelter project management.
- Good Knowledge and experience in the Warehouse Management system.

- Fluent in Pashto and Dari + good English knowledge, spoken and written
