About Handicap International:
HI has been supporting the Afghan people since 1987, starting its operations in Pakistan. Since 1996, HI has been operating across Afghanistan in order to launch victim assistance interventions, working at different levels of the society and adopting a cross-sectoral approach. While present on the ground to directly support victims of the conflict through the provision of a range of services – from physical rehabilitation, to mine risk education and inclusive livelihoods – HI has been continuously advocating to increase the rights of victims and other people with disabilities in the country. In particular, and in line with its global strategy and priorities, HI has been advocating to reduce the use of landmines and conventional weapons. Job Description:
Job Purpose
Under the supervision of the Operations Manager, the Area Manager ensures effective implementation, quality, and impact of HI projects in the Herat base, covering Herat and Nimroz.
The role works closely with Operations, Support Services, and Technical teams to deliver HI’s mandate and strategy. The Area Manager oversees project performance, supports project managers, ensures compliance with donor and HI standards, and contributes to strategic development and coordination.
Main Responsibilities
Programme & Project Management
- Implement projects in line with programme strategy and HI standards.
- Monitor project progress, budgets, and compliance with donor requirements.
- Ensure adherence to HI policies, including Monitoring & Evaluation standards.
- Improve project quality through technical support and strengthened monitoring.
- Identify risks and opportunities in the operational context and propose actions.
- Contribute to new project development and ensure coherence with existing programmes.
- Ensure coordination between projects and departments.
- Build capacity of national staff in project cycle management.
Team Management & Leadership
- Line manage Project Managers in Herat and Nimroz.
- Promote teamwork, collaboration, and knowledge sharing.
- Plan staffing needs and support recruitment.
- Support staff development, performance management, and wellbeing.
- Promote HI values, code of conduct, and professional standards.
Project Oversight & Compliance
- Ensure projects meet HI quality standards and donor contractual obligations.
- Monitor budgets, expenditures, and financial compliance.
- Support audits and ensure implementation of recommendations.
- Track project spending against timelines and plans.
Coordination & Internal Communication
- Facilitate coordination between project teams and support services (HR, Finance, Logistics, MEAL, Technical).
- Conduct regular project review meetings.
- Ensure effective coordination between the Herat base and Kabul main office.
- Maintain clear reporting and communication channels.
- Participate in management and programme meetings.
Project Development & Partnerships
- Identify community needs and opportunities for new interventions.
- Support project design and fundraising efforts.
- Strengthen partnerships with local stakeholders and authorities.
Base & Support Functions Oversight
- Ensure security and safe access to operational areas.
- Functionally manage support services to ensure effective support to project implementation.
- Maintain coordination between base and coordination office support departments.
Reporting
- Ensure timely preparation and submission of narrative and financial reports.
- Coordinate with MEAL, Technical, and support teams to ensure report accuracy and quality.
Representation & External Relations
- Represent HI with local authorities and stakeholders.
- Promote HI advocacy messages and mission.
Develop local partnerships in coordination with senior management.
Job Requirements:
Knowledge required
- University degree in relevant field
- Minimum of 5 years’ experience in an equivalent position. Experience working in a similar position for an NGO or an international organization is preferred.
- Willingness and ability to travel to high-risk areas, as needed. Must also have the ability to work effectively in a fast-paced, stressful environment. In addition, he/must be flexible, willing to perform other duties, and work irregular hours.
