About Afghanistan Rehabilitation and Women Education Organization (ARWEO):

ARWEO is a nonprofit organization with a visionary focus on the rehabilitation and protection of vulnerable communities in Afghanistan. ARWEO has a strategic goal of assisting the lifesaving and immediate needs of the marginalized population including IDPs, refugees, and host communities in eastern, central, northern and central highlands regions. ARWEO has a history of 21 years implemented 86 projects with 65% of projects in Shelter, education, protection, food security, nutrition, and livelihoods. ARWEO is dedicated to transforming the lives of marginalized children including boys and girls, particularly those with immediate education, protection, and humanitarian needs, and those belonging to IDP, refugee, and host communities in the affected provinces of Afghanistan.

Project Background:

ARWEO is implementing the School Feeding Project (SFP) in Nuristan province seven remote districts—Parun, Bargi Matal, Waygal, Nurgram, Du Ab, Mandol, and Kantiva—ARWEO will distribute High Energy Biscuits (HEB) to children’s enrolled in primary schools and Community-Based Education (CBE) classes. The biscuits will be provided daily during school days to address short-term hunger and improve students’ concentration and learning readiness. in the relatively accessible districts of Wama and Kamdesh, ARWEO will implement the Home-Grown School Feeding (Bread+) modality, which engages local bakeries to produce fresh bread. This component will providing a daily bread ration during school days while also supporting local economic activity.

Job Description:

Summary:

The MEAL team leader is responsible for supporting the implementation of M&E activities at all levels of the program.

Key Responsibilities

  • Establish, train and lead MEAL setup for programs Develop a MEAL plan and review on going MAEL system to reflect functional set up of MEAL.
  • Provide technical input in the development of program monitoring and reporting plans.
  • Train and manage the MAEL team to carry out regular M&E functions, ensuring that all HR procedures and policies are respected Improve capacity of project field staff in quantitative and qualitative data collection through training and informal coaching and feedback.
  • Provide support to the review and development of MEAL systems and tools, in collaboration with your line management and field manager.
  • Support the inclusion of MAEL activities in project.
  • Support the establishment and monitoring of accountability and complaint response mechanism in line data entry assistant in entry the data participate in shift from paper to online based software for ensuring effective data management for the project.
  • Assist programs teams in follow up the project indicators.
  • Assist program teams on technical interviews for data analysts and other M&E data collectors during an emergency assessments/baseline surveys/beneficiary registration/Post Distribution Monitoring.
  • Cross verification of the beneficiary’s selection done by field team.
  • Conduct regular field visit of activities and feed information for improvement of activity implementation.
  • Document lessons learned and best practices, produce case studies and stories through collation and analysis of M&E data and other means.
  • Organize learning, knowledge sharing and capitalization workshops and ensure knowledge is used in future program design.
  • Undertake internal project evaluations, under the guidance and support of the field manager and M&E manager.
  • In consultation with field manager and M&E manager support the quality, timeliness and dissemination of M&E outputs internally.
  • Support the MEAL Officer in updating MEAL tracking tools.
  • Support in conducting simple data verification and spot checks to ensure data quality.
  • Support the implementation of the Complaint and Feedback Response Mechanism (CRM) at the field level.
  • Participate in regular field monitoring visits to track project activity progress and verify reported results.
  • Provide regular updates to the MEAL Manager on field observations and challenges.
  • Assist in the preparation of simple monitoring reports and data summaries.
  • Support the MEAL team in preparing for internal or external evaluations by organizing documents.

Job Requirements:

Qualifications

  • Bachelor’s Degree, in Social Sciences, Statistics, Economics, Bachelor in business administration.
  • Minimum 3 years of relevant experience.
  • Experience in international organizations – UN Agencies, INGOs, IOs, Donors
  • Experience in working in humanitarian interventions, including large complex operations and/or development programs. (Preferred)
  • Strong knowledge of MS Office.
  • Effective IT skills, including word processing and spreadsheets.
  • Good capacity building and management skills, including human resource and financial management, communications, and intercultural cooperation skills.
  • Strong capacity-building, technical, supervisory, and problem-solving skills, and proven ability to work in shelter project management.
  • Strong budget management and reporting skills, and an ability to oversee multiple awards from a variety of donors.

Skills and Competencies

  • Basic familiarity with data collection tools.
  • Good numerical skills and basic proficiency in Microsoft Office (especially Excel for data entry).
  • Willingness to learn about MEAL concepts and humanitarian principles
